1. General Information (12)

Saigon Driving School is a licensed driving school in British Columbia, Canada. We specialize in ICBC Class 5 & 7 driver training, defensive driving, and road test preparation.

We are based in Surrey, BC, and provide driving lessons throughout Surrey and nearby areas such as Delta, Langley, and White Rock.
If you live outside these areas, we can arrange pick-up and drop-off at the nearest SkyTrain station in Surrey for your convenience.

Yes. All our instructors are ICBC-licensed, fully insured, and trained to provide patient, step-by-step instruction for students of all experience levels.

We welcome complete beginners, new immigrants, experienced drivers who need refreshers, and anyone preparing for their ICBC road test.

Yes. We provide lessons in both English and Vietnamese, making it easier for students to learn in the language they’re most comfortable with.

We use modern, fully insured training vehicles equipped with dual gas and brake pedals and a dual steering wheel, giving instructors maximum control to ensure student safety at all times.

Our instructors will assess your skill level in the first lesson and recommend the course or package that best fits your needs, whether you’re a beginner or preparing for your road test.

Yes. We provide convenient pick-up and drop-off within our service area, so students don’t need to worry about transportation to lessons.

Absolutely. We provide targeted road test preparation, including mock tests and practice on common ICBC test routes.

Yes. We offer refresher training for licensed drivers who want to improve specific skills, adapt to Canadian driving rules, or build confidence after a break from driving.

Yes. We have programs designed for newcomers to Canada and drivers converting their foreign license to a BC driver’s license, with special focus on local road rules and ICBC testing standards.

Yes. We offer bilingual lessons in English and Vietnamese to help you learn in the language you’re most comfortable with.

3. Pricing & Packages (8)

Our standard lesson rates depend on the duration (60, 90, or 120 minutes). Please check out our Pricing page or contact us directly for the most up-to-date rates.

Each lesson includes one-on-one instruction with a certified ICBC-licensed instructor, use of our dual-control training car, and pick-up/drop-off within our service area.

Yes. We provide discounted rates for students who purchase multi-lesson packages. This helps you save money while ensuring consistent training.

We accept cash and e-transfer. Payment is typically made before or at the time of the first lesson.

Yes. Full payment is required to secure your package discount. This also helps us reserve your preferred lesson times.

Packages are non-refundable once lessons have started. In some cases, unused lessons can be transferred to another student with prior approval.

Yes, if you decide to purchase a package after taking single lessons, we can apply a portion of your previous payments toward the package, provided it’s within a set timeframe.

Yes, there is a separate fee for using our training vehicle for your ICBC road test, except for students who have purchased one of our all-inclusive packages. This fee covers the time before, during, and after the test, including transportation to and from the ICBC testing center.

4. Booking & Scheduling (12)

You can book a lesson by calling, emailing us, or filling out the booking form on our website. We’ll confirm your appointment and send you the details.

We recommend booking at least 1–2 weeks in advance to secure your preferred time slots, especially during busy periods like weekends or before road test dates.

Our lessons are available 7 days a week, including evenings and weekends, to accommodate different student schedules.

In most cases, you can begin lessons within a few days, depending on instructor and vehicle availability.

Yes. In fact, we encourage students to pre-book several lessons or a full package to ensure consistent training and better progress.

Yes. You may reschedule with at least 24 hours’ notice without any penalty. Late changes may result in a rescheduling fee.

If you cancel with at least 24 hours’ notice, there is no charge. Cancellations with less than 24 hours’ notice may result in a cancellation fee.

A missed lesson without notice will be considered a no-show, and the full lesson fee will be charged.

Yes. You must hold a valid ICBC Learner’s License (Class 7L) or higher before starting in-car lessons. If you don’t have your learner’s license yet, we can guide you with study resources and practice tests to help you prepare for the ICBC knowledge test.

Yes. We can help you book your ICBC road test appointment and provide a training vehicle for the test if needed.
However, students are responsible for paying all ICBC appointment and road test fees directly to ICBC.

Pre-booked packages offer better value and consistency. You save money compared to paying for individual lessons, and you’ll have a structured training plan that helps you build skills step by step without long gaps between lessons.

The All-Inclusive Package is designed for students who want everything covered from start to finish. It includes lessons, road test preparation, and the use of our training car for the ICBC road test at no extra cost. This package saves you money, reduces stress, and ensures you’re fully prepared for success.

5. ICBC Licensing & Road Tests (12)

We specialize in Class 7 (Learner & Novice) and Class 5 (Full License) training. These are the most common licenses for new drivers in BC.

To get your 7L, you must pass the ICBC Knowledge Test and a vision screening at an ICBC driver licensing office. Once you have your 7L, you can start taking in-car lessons with us.

You must hold your 7L for at least 12 months before attempting the Class 7 Road Test (Novice license), unless you complete an approved Graduated Licensing Program (GLP), which may reduce the waiting period.

You can book online through the ICBC website, by phone, or in person at an ICBC driver licensing office.
👉 Saigon Driving School also assists students in booking their road test appointments to make the process easier.

Class 7 Road Test: For Learner drivers to move to the Novice stage. Focuses on basic safe driving skills.

Class 5 Road Test: For Novice drivers to graduate to a full license. More advanced, with higher expectations for driving confidence and decision-making.

Yes. Our dual-control, fully insured training cars are available for students to use during their ICBC road tests. Many students find this reduces stress and increases confidence.

Bring:

  • Your current driver’s license (7L or 7N)
  • Two pieces of accepted ID
  • Payment for the ICBC road test fee

As of now:

  • Class 7 Road Test: $35
  • Class 5 Road Test: $50
    (Fees are paid directly to ICBC at the time of booking or on the test day.)

You can rebook your road test, but ICBC requires a minimum waiting period of 14 days before your next attempt. Saigon Driving School can help identify areas of improvement and provide targeted lessons to prepare you for success.

We offer:

This ensures you go into your exam with confidence and the skills to pass.

Yes. ICBC offers the knowledge test in multiple languages, including Vietnamese. This makes it easier for newcomers to Canada to understand the rules of the road and prepare effectively.

If you fail your road test while on the All-Inclusive Package, you will continue to receive support until you pass. This includes additional lessons (as outlined in your package) and the use of our training vehicle for your re-test. However, you will still be responsible for ICBC’s re-test fees.

6. In-Car Lessons (11)

Your first lesson begins with a quick orientation of the car, its controls, and our safety procedures. We’ll assess your current skill level and tailor the session to your needs, whether you’re a complete beginner or looking to refine your skills.

Yes. We use modern, well-maintained vehicles equipped with dual gas and brake pedals for maximum safety. This allows your instructor to assist or take control if necessary.

For all lessons with Saigon Driving School, we require students to use our dual-control training cars to ensure maximum safety and learning efficiency. However, you are encouraged to practice outside of lessons with a parent, guardian, or qualified supervisor in any vehicle that meets ICBC requirements.

If you’re a new driver, your instructor may demonstrate certain maneuvers first. Then, you’ll take the driver’s seat with step-by-step coaching to build confidence.

Absolutely. All in-car lessons are private sessions with a certified instructor, ensuring you get personalized attention.

Yes, we provide convenient pick-up and drop-off within our service area. This can be arranged when booking your lesson.

No. For safety reasons and to ensure the highest quality of instruction, only the student and the licensed driving instructor are allowed in the training vehicle during lessons. Having extra passengers can be distracting for both the student and instructor, and may interfere with ICBC training standards and insurance coverage.

Safety is our top priority. All vehicles have dual controls, undergo regular inspections, and are sanitized before each lesson. Instructors are ICBC-licensed and trained in defensive driving.

We offer flexible lesson durations of 60, 90, and 120 minutes to suit your learning pace and schedule.

Yes. All our training vehicles are fully insured and meet ICBC requirements for driving instruction. This coverage ensures that both the student and instructor are protected during lessons.

In British Columbia, it is generally illegal to make a U-turn at an intersection with a traffic light or a stop sign. You may legally make a U-turn at an intersection only if there is no traffic control signal or sign, and it can be done safely without disrupting other traffic. 

When U-turns are illegal

Under Section 168 of the BC Motor Vehicle Act, it is illegal to make a U-turn in the following situations: 
✓ Intersections with traffic lights: Unless there is a sign explicitly permitting a U-turn.
✓ Business districts: These are defined as areas with a high density of commercial or public buildings along the highway. The exception is at an intersection where there is no traffic light.
✓ Curves or crests of hills: This is to prevent a collision in areas with limited visibility.
✓ Where a sign prohibits U-turns: Always obey posted signs.
✓ If it interferes with other traffic: A U-turn can only be made if you have a clear path and do not force other drivers to brake or change lanes.

Considerations for legal U-turns

Even if you are at an intersection without a traffic light or sign, you must still exercise caution and ensure the turn is made safely. Factors to consider include: 
✓ Checking for traffic, pedestrians, and cyclists: Always scan in all directions before beginning your turn.
✓ Considering vehicle size: Your vehicle’s turning radius is important for completing the maneuver smoothly. 

Safer alternatives

If you are unsure whether a U-turn is legal or safe, the best option is to avoid it entirely. Safe alternatives include: 
✓ Going around the block: Continue to the next street and make three left turns to reverse your direction.
✓ Using a driveway or parking lot: Pull into a private driveway or lot and turn around there. 

8. International Drivers (9)

If you have a valid Vietnamese driver’s license, you may drive in BC for up to 90 days from your date of arrival. After that, you must obtain a BC driver’s license by passing the ICBC knowledge and road tests.
If you do not have a Vietnamese driver’s license, you must get a BC learner’s license (Class 7L) before driving.

If you hold a valid driver’s license from Vietnam, you cannot directly exchange it for a BC license. You will need to take both the ICBC knowledge test and the road test to get your BC driver’s license.

Yes. ICBC offers the Class 7 knowledge test in multiple languages, including Vietnamese. This helps ensure you understand the rules clearly before taking the test.

ICBC currently offers the Class 7 knowledge test in more than 10 languages, including English, Vietnamese, Chinese (Simplified and Traditional), Punjabi, Spanish, French, Arabic, Korean, Russian, Farsi, and more. You can request your preferred language when booking the test.

Yes. Your previous driving experience is valuable, but you will still need to learn Canadian road rules, signage, and driving culture to pass the ICBC tests and drive safely in BC.

Yes. We have bilingual instructors who speak Vietnamese and understand the challenges Vietnamese drivers may face when adapting to BC’s driving environment. We also assist students in booking their ICBC road test appointment to make the process easier and stress-free.

Key differences include:

  • Strict adherence to traffic signals and road signs
  • Right-hand traffic rules and speed limits enforcement
  • Greater emphasis on lane discipline and signaling
  • Stricter penalties for distracted and impaired driving

Yes. Our fully insured, dual-control training vehicles meet ICBC’s requirements and are available for your road test. If you choose an all-inclusive package, the road test car is included at no extra cost.

If you hold a Vietnamese driver’s license, you cannot directly exchange it for a BC driver’s license because Vietnam is not one of ICBC’s reciprocal countries.

Here’s how it works:

  1. You must first pass the ICBC Knowledge Test and obtain a BC Learner’s License (Class 7L).
  2. Normally, new Learners must wait 12 months before booking a road test.
  3. However, if you can provide proof of at least 2 years of licensed driving experience in Vietnam, you may be eligible for an experience credit with ICBC.
    • This proof may include your Vietnamese driver’s license and an official driving record or confirmation letter from the licensing authority in Vietnam (with certified translation if required).
    • If approved, this credit may reduce or eliminate the 12-month waiting period, allowing you to book your road test sooner.
